The California Dental Association urged the Federal Trade Commission to overturn an administrative law judge`s ruling against the association. Over the summer, the judge upheld a 1993 complaint accusing the dental group of illegal restrictions on advertising. All five FTC commissioners participated in the appeal hearing.
