President Clinton has plans to study the nation`s health-care system if he`s re-elected in November. He plans to appoint a bipartisan commission to study consumer protection and availability of services. It also will study how to rein in the costs of Medicare and to determine how to provide health-insurance coverage to low-income workers. The administration also is signaling that it will take a look at ways to protect Medicare and study the future of Social Security.
