One out of three people are uninsured for at least part of the year, according to a new study by the Harvard School of Public Health. More than half of the uninsured, or 20 million people, reported having trouble getting or paying for health care. Nearly one out of five of the insured, or another 20 million people, reported similar problems. Estimates of the number of uninsured Americans range from 37 million, the number cited in this study, to more than 40 million people. Meanwhile, the General Accounting Office reports a steady decline in health-care coverage for children. The GAO found that 14.2 percent of all children had no coverage in 1994 and 2.9 million eligible children were not enrolled in the federal-state Medicaid program.
